Introduction
From our working experience, we can easily realize that it is quite impossible to achieve a specific goal without any guiding principle. “Serve the injured voice of women and girls” it is the guiding principle of the Rural Establishment Organization (REO).
Bangladesh is a developing country with a population of 1.6 million. At least half are women and girls. A large number of women and girls are living in poverty; they are fighting against poverty stricken. On the other hand, society is male-dominated. violation of women’s human rights, discrimination, repression, rape, abuse, violence, and torture of women and girls are now a diurnal social phenomenon. In these circumstances, women and girls are deprived of their rights and they almost victims of violence, discrimination, injustice, and oppression. Now it is most essential to serve the injured voice of women and girls.
This organization has dedicated itself as a social development institution to strengthen and protect the socio-economic and political rights of women and girls, empowering them and improving their living conditions by providing necessary, need-based support and services. So, REO has taken the above concept as its first principle, which is to bring about a sustainable change to the painful living conditions of women and girls.
REO has accepted the following management policies for implementing its goals and objectives:
Constitutional Policy
The organization owns a legal authority to operate its activities. It is runningaccording to the provisions of the constitution of the organization. The constitution is written, approved, and amended by the Executive Committee and general body of the organization. Finally, the respective registration authorities approved the constitution of REO. All activities of the organization are implemented as per the provisions of the constitution.
Governance System Policy
REO is an NGO is running under good governance system. Three management Committee execute the organization
General body- supreme authority involved in policy formation, approved Executive Committee. The general body if formed by 25 members.
Executive Committee formed by general body. The EC is formed by 7 members and it is responsible of electing a chairman, vice chairman, secretary, asst secretary, treasurer and two members. The secretary constitutionally is responsible for the post of the Executive Director.
A Functioning body leaded by Executive Director is responsible for executing the day to day activities of the organization.
Gender Policy
A committee will be formed by the executive committee on the requirement of appointing new officers/ employees of the organization. A representative member of the Social welfare Directorate will be included in this requirement committee.
Appointment of Officers/Employees Policy

The Source of Earnings Policy
The subscription of the members, donation and grant from domestic or foreign public /private institutions/organizations or individuals will be deemed the sources of earnings of the organization. Apart from these, the amount earned by selling organization’s products will be deemed the sources of earnings of the organization. All the money obtained in favour of the organization will be expended women welfare progarmmes.
Financial Policy
Conducting the Bank Account: A saving Account will be opened at a local commercial Bank in favour of the organization. The transmission of this account will be conducted against the joint signatures of the chairman, the general secretary of the organization. The cash of cheques received from different source will be deposited to this account. All sorts of drawings will be carried out through cheques. The executive committee will approved all drawings and expenditures. The General Secretary can not keep more than Tk 2000 (Two thousand) in cash at her hand. Any expenditure will be ratified in the next executive committee meeting. If there is a requirement to expend a large sum of money. This expenditure proposal will be introduced before the general assembly meeting. The large sum of money may be expended subject to the ratification of the annual general meeting. The treasurer will keep accounts of all incomes and expenditures of the organization.
Auditing of the Organization
A three member audit team will be formed among all the members of the organization. This team will audit accounts of the organization after every six –months regularly. The audit reports to be submitted to the chairman of REO within the 15 days of auditing. Apart from this, the income statement of the organization will be audited every year by a social welfare office or respective officer of the registration authority. Moreover, the accounts should be audited by a CA firm.
